Chairs of Committees

The development group saw a special role for the chairs of the committees, especially in the formative period.  As a small expert group they are in a good position to evaluate by discussion with each other, how the Board's work is progressing.  They have an obvious role in co-ordinating the committees and in moving the results of, for example, a practice audit onto procedural and practice changes for staff through training and policy adjustment.

The Chairs Group can function as a small executive group.  This role would be very demanding in time as they might be chairing their committee, attending a chairs group and the Board.

North Somerset Safeguarding Children Board Sub Groups.

The North Somerset Safeguarding Children Board has the following sub groups:

Quality and Assurance Sub Group

This sub group carries out a quality assurance role for the North Somerset Safeguarding Children Board (NSSCB) and its partners.  It monitors and evaluates the effectiveness of their individual and collective work by examining records to establish the quality and effectiveness of multi-agency working.  It does this in relation to the NSSCB's statutory duty to safeguard and promote the welfare of children and young people within the district.   It provides relevant information and advice to enable improvement and will make recommendations on how work can be carried out more effectively.  It also provides a forum where professional differences and specific case complaints can be discussed and resolved.  

Membership.  Members will be drawn from statutory partners and associated members represented on the NSSCB.  Members will have the relevant skills to carry out the tasks of the standing sub committee.  As a core, members should represent health, children's social care, education (including schools) and police.

Each of the other agencies or groups represented on the Board will provide at least one named individual to at least one of the standing sub committees.  NSSCB Board Members will designate particular, named people from their agency or organisation so there is consistency and continuity in the membership of the standing sub committees.

Meetings are held six weekly.

Policy & Procedures Sub Group

This sub group carries out the development of policies, procedures and protocols for safeguarding and promoting the welfare of children contirbuting to the overall outcome of 'Staying Safe'.

Membership.  Members will be drawn from statutory members and associated partners represented on the NSSCB.  Members will have the relevant skills to carry out the tasks of the standing sub committee.  As a core, members should represent health, children's social care, education (including schools) and police.

Meetings are held every 2 - 3 months

Training and Development Sub Group

This sub group will communicate to the widest possible audience the best practice in safeguarding and promoting the welfare of children and young people, to promote an ethos which values collaborative working with other professionals, respects diversity, is child centred and values partnership.  It will also develop safeguarding training standards with all local agencies.

Membership. Representatives from funding agencies who have responsibilities for training.  Maximum of eight persons.

Meetings are held monthly.

Early Help Sub Group

The Early Help Sub Group are responsible for overview of the development and launch / monitoring of the Early Help Module.

The Early Help Module (EHM) is the new recording system for those families who require Early Help provision for either:

  • Level 2a (children with an additional need - single agency)
  • Level 2b (children with multiple needs - two or more agencies)

Within this system practitioners are able to record :

  • The Families details
  • Early Help Assessments
  • Team Around the Child (TAC) Meetings
  • Family Plans
  • Ongoing Case Recording
  • Chronologies
  • Supervisions

Membership

Drawn from partner agencies working with families within these areas of need.

Meetings are held every 2-3 months.

 

Sexual Exploitation(SE)/Missing Sub Group

The SE/Missing sub group is to have oversight and scrutiny of the development and implementation of the Sexual Exploitation Strategy and Action Plan and Missing Strategy and Action Plan. This will include: strategic development; quality assurance; staff training and development and communications.

Drawn from partner agencies working within these areas of need.

Meetings are held every six weeks (to be reviewed in January 2017).  Terms of Reference are currently being drawn up and will be uploaded shortly.

 

Young People's Sub Group

The purpose of the Young People's Sub Group  is to enable the LSCB's business plan and sub-groups to receive young people's views across the key priority areas.  The LSCB sub-group promotes participation, involvement, citizenship and agency for young people in North Somerset.

 

 

SHORT LIFE WORKING GROUPS:

Neglect
